this is my entry. Sorry for the poor english, i'm a french guy who is not really good with this language.

Description/Lore:
Mnemosys traveled the world since time immemorial. Nobody knows how he can manipulate the minds of others, not even him. It is difficult to know the actions of such a person when everyone seems to have forgotten anything about him some time after meeting. He continued his trip by stealing memories throughout the continent. Perhaps he hoped to find memories of his past ...

Appearance: I'm not really good at this but i tried something.

Abilities
Every abilities of Mnemosys inflict Unstable memories for 15 seconds.

Spell level function as invoker's spell level.
3 spells can be leveled up 7 times (Alteration and the two Suppression) and the ultimate 4 times. First level of ultimate can be learned at level 2.

Q - Alteration
Manipulate the memories of the target. Mnemosys become completely invisible to him, even if Mnemosys attack or that any means of detections is supposed to reveal him. In addition, the target damage's are reducted.

Manacost: 100/100/110/110/120/120/120
Cooldown: 15 secondes
Target: Unit (Ennemie Heroes)
Duration : 3/4/5/6/7/8/9 secondes
Réduction des dégâts : 5/10/15/20/25/30/35 %
Cast range : 525

W - Suppression - Anger
Destroy a target's memory.
If it's an allied, he will forget the last debuff he suffered.
If it's an ennemie heroes, he will take damage depending on the target's strength every half-seconds during 3 seconds. Moreover, he will be unable to cast any spell.
If it's an ennemy creep, he will take actual attack damage of Mnemosys plus bonus damage on his agility.
If a unit die under the affect of Suppression - Despair, Mnemosys's revolver will be loaded with a anger's bullet 0.5 seconds after the death of the unit.

Manacost : 130/120/110/100/90/80/70
Cooldown : 12/10/8/6/4/4/4 (share the same cooldown with Suppression - Despair)
Target: Unit (Allied Heroes or Ennemies heroes and creeps)
Creep bonus damage : 2*Agility.
Ennemie heroes damage : 0.5/1/1.5/2/2.5/3/3.5 * ennemie's strength
Silence duration : 5/6/6.5/7/7.5/8/9

E - Suppression - Despair
Destroy a target's memory.
If it's an allied, he will forget the last instance of damage he suffered.
If it's an ennemie heroes, his mana will be drained depending of his Intellignece. Deals damage for each point of mana drained .Moreover, he will be slow by 50%. If the target move, attack or cast a spell under the effect of this spell, the intensity of the slow is increased by 10 % (not 10 % of the 50 %, just added 10%). If the slow reach 100 %, the target will be stun and will suffer extra true damage. Only the action made by the target are counted. Force staff (if not target's Force staff), hook and other spell like this doesn't count.
If it's an ennemy creep, he will take actual attack damage of Mnemosys plus bonus damage on his agility.
If a unit die under the affect of Suppression - Despair, Mnemosys's revolver will be loaded with a despair's bullet after the death of the unit.

Reminiscence

Reminiscence is a spell unlocked when Mnemosys's revolver is loaded (fully or not). There is 3 Reminiscence: Fury, Apathy and Sorrow. The types of the reminiscence depends of the balance between anger's bullet and despair's bullet. If you have strictly more anger's bullet, you can use Reminiscence - Fury. If you have strictly more despair's bullet, you can use Reminiscence - Sorrow. If there is exactly the same numbers of bullet, you can use Reminiscence - Apathy.
Anyone can be targeted by those spell except Mnemosys. 6 bullets max. Every loaded bullet after the sixth replace the first.

Reminiscence - Fury
The target remember a memory. This reminiscence drives the target into a deep rage during a time based on the anger. She lose the allied vision and the ability to cast spell. Furthermore, she can't be controlled by any crow control spell and her attack damage and her movement speed is amplified by a percentage based on the anger. When her rage is over, the target is stun during a time based on the despair.

Cooldown : 15 secondes
Target: Unit (Any except Mnemosys)
Duration : 0/0/0.5/1/1.5/2/2.5 (depends of the level of Suppression - Anger) + number of loaded anger's bullet
Bonus damage : 25/50/75/100/125/150/175 % (depends of the level of Suppression - Anger) of the attack damage of the target
Bonus movement speed : 25/25/25/30/30/30/35% (depends of the level of Suppression - Anger)
Stun duration : 0.5/0.5/0.5/1.5/1.5/1.5/2.5 + number of loaded despair's bullet seconds (depends of the level of Suppression - Despair)
Cast range : 600

Reminiscence - Apathy
Manipule anyone's memory in the area except Mnemosys's.
Targets lose the contact with the real world and sink into the abyss of their mind. They choose a spot in the map and start walking towards it during a time based on the despair. When targets wake up, they suffered some damage based on the anger.

Cooldown : 15 seconds
Target : Area of Effect - Point
Duration : 0.5/1/1.5/2/2.5/3/3.5 + number of loaded despair's bullet seconds (depends of the level of Suppression - Despair)
Awakening damage : 75/100/150/200/225/250/310 + 25*number of loaded anger's bullet (depends of the level of Suppression - Anger)
AoE Radius : 425
Cast range : 650

Reminiscence - Sorrow
Launches a projectile that floats in a straight path, damaging enemy units along the way. At any point, Mnemosys may explode the projectile. The explosion knock back for 0.5 seconds and damage every units in his area except Mnemosys. For every unit damaged by the explosion, Mnemosys gain attack speed and attack damage for 5 seconds. Moreover, more units are damaged by the explosion, more the explosion deals damage.

Cooldown : 15 seconds
Target : Point - direction
Projectile damage : 25/50/75/100/125/150/200 + 50 * number of loaded anger's bullet (depends on the level of Suppression - Anger)
Explosion damage : 10/40/80/95/115/125/135/160 * 0.75 * number of heroes units in the aoe + number of despair's bullet (depends on the level of Suppression - Despair)
Attack Speed bonus : 2/4/6/8/10/12/14 % per units damaged
Movement speed bonus : 0.5/1/1.5/2/3/3.5/4/5 % per unit damaged
Distance maximum for th projectile : 1500
Radius of explosion : 400
Reminnessence - reve -> violet
Targeting Type: Point
Cast Range: 2000

Implantation
Mnemosys become an important person in the life of his targets. All ennemies under the effect of the unstable memories remember Mnemosys. Mnemosys become an allie for them during a short amount of time.
Aghanim's upgrade : The allies under the effect of unstable memories are implanted in the target's ennemies. Targets see them as allied too but for half the duration. Moreover, the cooldown is reduced to 30 and the manacost is reduced too.

Cooldown : 130/110/90/80
Duration 3/6/9/12
Range : Global
Target: Every ennemy unit under the effect of unstable memories.

Explanation:

Mnemosys can really destroy a teamfight just by himself. He have a gamebreaking spell (Reminiscence) and a powerfull ultimate who can make him invulnerable. But he have a lot of problem. First, he have shitty stats and shitty to average stat gain. This fact is compensate by the fact that Suppression give him bonus stats. Another problem is the fact that Reminiscence needs to be loaded. It will be impossible to cast two reminiscence in a teamfight (or really difficult). Plus, his Reminiscence can really destroy Mnemosys's allies. It's a spell who need to be pondered (i think it's the word).
His ultimate can be really powerful if he become a carry. He will be nearly invincible during a lot of time but theres is 2 problems. First, Mnemosys needs to cast spells before he cast his ult in order to destabilize ennemie's memory (debuff Unstable Memory). Moreover, some item and spell counter his utltimate (eul scepter, a well placed pudge's hook, furion's sproot, etc,...).
Furthermore, he don't have any escape. He can escape easily if there is only one ennemy (with his q) but if he is ganked, he is nearly dead ( don't have a lot of stat and a lot of ms).
He can be played mid-lane or duo-tri lane in order to farm but, if he is played mid, he can't really argue runes since he doesn't have a great push power.

I like the complexity of it!!! And don't worry about the drawing or the english, at least I have an idea of it now =]

For alteration, it makes the enemy invisible? or youre invisible to that specific hero??

But so far, I really enjoy the hero!
